They define geographic boundaries for the provision and financing (through local taxation) of services such as fire protection, street lighting, planning and development services, garbage disposal, in some cases sewerage, and cost-sharing with other areas. LSDs cover only areas where residents petition to create one. If one is formed, an advisory committee of five to seven members.
